This plan was requested by the California Regional Water
Quality Control Board (Regional Board) in correspondence to Fox River dated March 11,
2005. Sampling will be done in accordance with Fox River's Waste Discharge Requirements
Order No. 5-01-148.
Sludge Sampling Plan
Fox River personnel will collect one sludge sample annually from the sludge press where
pressed sludge falls onto the conveyor. The sample will be collected in a clean, unused zip
lock bag, the bag properly labeled with the sampler's name and the time and date the sample
was collected. The sample will be stored in a refrigerator with a completed chain-of-custody
form until collected by the analytical laboratory.
J L Analytical Services
J L Analytical Services will take custody of the sample within four hours of the sample's
collection, transport the sample to their laboratory in Modesto, and analyze the sample.
A Deionized Water Waste Extraction Test (DI WET) will be performed on the sample to
characterize the amount of metals and volatile organic compounds (VOCs) that would likely
leach from the sludge under normal conditions. The DI water then will be analyzed for total
cadmium, chromium, copper, lead, nickel, and zinc by EPA Method 6020 and for the VOCs
acetone and 2-butanone by EPA Method 8260B.
2001 Market Street - Room 523 - Redding, California 96001 - (530)244-9703 - fax (530)244-5021 - www.lwrnc.com
