We find that the quarterly reports are complete, nevertheless, we have found the annual report to <br /> be incomplete for the following reasons: <br /> 1. On page 3 of the Am1ua1 report, it states that the inert dewatered sludge from the clarifier and <br /> aeration basins is within acceptable levels for onsite disposal. Table 1 includes a column labeled <br /> "Allowable Limits (mg/kg)." There is no reference to the source of the values listed under <br /> Allowable Limits. <br /> WDRs Finding No. 12, Waste Classification states, "The Regional Board finds that the sludge is <br /> an inert waste based on the results of sampling of the sludge material, underlying soil, and <br /> groundwater from shallow monitoring wells located near the inactive impoundment (RMT reports <br /> dated 28 October 1998, 17 September 1999, 13 June 2000, and 29 September 2000)." <br /> Unfortunately, we do not have copies of the 2000 reports, therefore, do not know if concentration <br /> limits were developed for the inert constituents listed in the monitoring and reporting program <br /> (MRP) portion of the WDRs. <br /> Please inform the Board if you have copies of the 13 June 2000 and 29 September 2000 reports <br /> that we may copy or review.
