Pat Mickelson and Mike Owens of Fox <br /> River Paper Company(FR), Ripon Mill, dated August 11, 2004, regarding Lawrence & <br /> Associates' (L&A's) Water Quality Standard Report, dated March 31, 2004. <br /> Additionally, the Regional Board correspondence requested that FR submit an arliended <br /> Report. of Waste Discharge (ROWD)for the Ripon mill by Noveniaer 10, 2004. <br /> First of all, thank you for revising the submittal date for the amended R.OWD from <br /> November 10, 2004, to February 6, 2005. The additional time will allow Fox River to <br /> address process chemistry and treatment technologies, together with their cost <br /> implications, in an attempt to comply with the Regional Board's directive to reduce the <br /> amount of total dissolved solid (TTS) in the effluent water to meet water-quality goals <br /> presented in Water Quality Control Plan SacramentolSan Joaquin River Basins(Basin <br /> Plan). <br /> If the maxiaram contaminant levels in the Basin Plan are technologically or economically <br /> infeasible to a.claieve, FR.may propose concentration level, greater than background <br /> CL sD j which w ii not pose a substantia:present or potential hazard to human health or <br /> the environment'. <br /> In your letter you used October 2003 data from well TH-1 ('TDS at 1230 mg/L, chloride <br /> at 526 mg/L, and specific conductance [SC] at 2030 µmhos/cm) as an example of water <br /> quality beneath the site not meeting water-quality goals. While these concentrations <br /> exceed water-quality goals set north in the Basin Plan, a groundwater study prepared by <br /> L&A in 19912 determined that the Lower Aquifer in which well ',H--1 is screened, is <br /> degraded regionally, net of beneficial use, and is probably not impacted by discharge from <br /> CCR Title 27§20400(c) <br /> 2 U&A, September 1.9, 1991,Regional Groundwater Quality in the Deep Aau fer and the Impacts c, <br /> Effluent.Disposal at the Simpson Paper Company Facility,Ripon, California <br />
