Prior to <br /> receipt of both e-mails, Regional Board staff had telephone conversations with Mr. Hayes to discuss his <br /> comments. Mr. Hayes' comments address findings in the WDRs regarding the in-place closure of the <br /> inactive sludge impoundment. No comments have been received on the associated Monitoring and <br /> Reporting Program (MRP) and therefore no revisions are proposed for that document. <br /> Mr. Hayes' e-mailed comments are typed below in italics and Regional Board responses follow each <br /> comment. The proposed revisions to the WDRs in response to the e-mail letters are included in the <br /> attached redline strike-through WDR document. <br /> Comments included in Mr. Hayes' e-mail of 26 April 2001 <br /> 1. Finding #24 indicates "Closure shall commence within 120 days of Regional Board approval... " <br /> while your letter of 4/23/01 states that RWQCB approval of the closure plan is not required. You <br /> said that you would revise the wording in the finding. <br /> Finding#24 has been revised for clarification. Starting with the fourth sentence of Finding#24, <br /> it will now read, " The Closure Plan has been reviewed and the Regional Board has indicated <br /> general concurrence with the Plan (letter dated 23 April 2001). The Plan indicates that closure <br /> activities will commence within 120 days of Regional Board"approval of the closure plan" and <br /> shall be completed within 180 days of commencing work. Formal approval of the Plan has not <br /> been provided because the Discharger has classified the waste as inert." <br /> 2. Finding#25 indicates that discharge generated by passive dewatering of the sludge in the <br /> inactive impoundment will be "routed to the drainage line that flows to Overflow Pond 1.
