Hickox Gray Davis <br /> Secretaryfor Sacramento Main Office Governor <br /> Environmental Internet Address: http://www.swrcb.ca.gov/rwgcb5 <br /> Protection 3443 Routier Road,Suite A,Sacramento,California 95827-3003 <br /> Phone(916)255-3000•FAX(916)255-3015 <br /> 2 March 2001 <br /> Mr. Mike Owens <br /> Fox River Paper Company, Ripon Mill <br /> 942 South Stockton Avenue <br /> Ripon, CA 95366 <br /> REVIEW OF GROUND-WATER MONITORING RESULTS FOR THE FOX RIVER PAPER <br /> COMPANY FACILITY, RIPON, SAN JOAQUIN COUNTY(Case File No. 449) <br /> Staff has completed reviewing the Combined Annual and 4th-Quarter 2000 Ground-Water Monitoring <br /> Results for Fox River Paper Company's Ripon Facility, Ripon, California. Additionally, the monthly <br /> and annual reports for the plant's effluent discharge for December 2000, dated 17 January 2001 was <br /> submitted by Mr. Pat Mickelson, Mill Manager, and has also been reviewed. The effluent discharge <br /> report is found to be in compliance with the Waste Discharge Requirements. <br /> The Monitoring Report Compliance Checklist for the above referenced groundwater monitoring report is <br /> attached. Please review the checklist and the comments. A response to the following comments should <br /> be submitted in writing to the Regional Board by 30 March 2001. <br /> 1. Well recovery times were recorded in the field notes included in Attachment E, however, water <br /> quality parameters should be measured and recorded during purge events to show that sampling <br /> only occurs after parameters stabilize. Field parameters should be monitored and recorded <br /> during purging to ensure uniformity of sampling technique. I have already discussed this <br /> comment with Mr.David Kirk of Lawrence and Associates, the consultant of record for the <br /> groundwater monitoring. Mr. Kirk has indicated that sampling for the first quarter of 2001 was <br /> completed in January,but the water quality parameters will be monitored and recorded during <br /> purging for the second quarter monitoring event. <br /> 2. The time series plots for chloride versus time and for sulfate versus time for wells TH-7 and TH- <br /> 8 appear anomalous for the first quarter of 2000. Please evaluate this possible reporting error and <br /> correct and resubmit plots, if necessary. <br /> 3. Several wells at Fox River may be screened across more than one groundwater flow zone. This <br /> condition may allow for cross contamination between flow zones and should be remedied as <br /> soon as possible. Of note are the former water supply wells, PW-4 and PW-5. These wells have <br /> not been used for water supply to the plant for several years, but have been used in monitoring <br /> events. Monitoring data indicates increasing trends for both wells for TDS, chloride, sodium, <br /> and sulfate, however well construction details indicate multiple screened zones between 90 and <br /> 200 feet below ground surface. This construction allows for migration of contaminants between <br /> • multiple zones. Please evaluate the construction of all Fox River wells.
