Volatile organic compounds from the <br /> Nestle groundwater plume are not expected to be encountered within the shallow, semi-perched <br /> wells proposed for offsite, however the water from the offsite wells should be containerized and <br /> disposed of properly. Leaving an "evaporation pond" at an unsecured location offsite could be a <br /> liability to Fox River Paper Company. <br /> 5. Evaporation of water onsite at Fox River must meet the effluent limit concentrations specified in <br /> the Waste Discharge Requirements Order Number 96-219. <br /> 6. Soil cuttings from all borings shall be logged in the field using the Unified Soil Classification <br /> System. <br /> 7. Your consultant is proposing to leave soil cuttings from the offsite wells on 40-mil Visqueen at <br /> the drill sites, pending analytical results of a composite soil sample. It is preferable that the soil <br /> cuttings be placed into 55-gallon DOT-approved drums and appropriately labeled, pending <br /> proper disposal of the soil. <br /> 8. The report shall include documentation of the final disposition of all soil cuttings. Compositing <br /> of any soil samples that will be analyzed for VOCs shall be completed by the laboratory rather <br /> than in the field. <br /> 9. The containerized soil from the intermediate zone well, TH-11 may be impacted by VOCs and <br /> shall be analyzed separately from the OB well soil cuttings. <br /> 10. Purging of the wells during development shall be continued until field parameters stabilize. <br /> Parameters to be measured and recorded during the well development include temperature, pH, <br /> specific conductance, and turbidity. Volume of purged water shall also be recorded. <br /> 11. All TOC elevations shall be surveyed using a benchmark that ties into the facility wells. <br /> 12. Permits to drill the wells should be obtained from the county. The state Department of Water <br /> Resources (DWR) shall be notified of the well drilling and completion by submittal of the <br /> appropriate forms. A copy of the completed Water Well Drillers' Report shall be submitted to <br /> the Regional Board as an appendix to the well installation report. <br /> 13. The proposed schedule is appropriate. <br /> Please submit an amendment to the Workplan that addresses the above-mentioned comments.
