WASTE DISCHARGE REQUIREMENTS _g- <br /> SIMPSON INVESTMENT COMPANY <br /> AND SIMPSON PAPER COMPANY <br /> RIPON MILL <br /> SAN JOAQUIN COUNTY <br /> The Discharger shall submit to the Board on or before each compliance <br /> report date, a report detailing compliance or noncompliance with the <br /> specific schedule date and task. If noncompliance is being reported, the <br /> reasons for such noncompliance shall be stated, plus an estimate of the date <br /> when the Discharger will be in compliance. The Discharger shall notify <br /> the Board by letter when it returns to compliance with the time schedule. <br /> 8. The Discharger shall submit to the Board every five years beginning <br /> 1 June 1998 a technical report which discusses the following issues: <br /> a. A summary of actions taken to reduce the dissolved solids in its <br /> discharge from the plant and the treatment system to the ponds and <br /> irrigation fields. <br /> b. A hydrogeologic analysis on the effects of the reduction in dissolved <br /> solids in the discharge on the semi-perched aquifer, the upper <br /> aquifer, the intermediate aquifer, and the lower aquifer. The <br /> analysis should include a determination of whether or not the existing <br /> discharge is having a negative impact on the local water quality. <br /> 9. A copy of this Order shall be kept at the discharge facility for reference by <br /> operating personnel. Key operating personnel shall be familiar with its <br /> contents. <br /> 10. The Board will review this Order periodically and will revise requirements <br /> when necessary. <br /> I, WILLIAM H.
