CA0004006 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SIMPSON PAPER COMPANY, RIPON MILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (here- <br /> after Board) , finds that: <br /> 1 . The Simpson Paper Company, Ripon Mill (hereafter Discharger) submitted a <br /> report of waste discharge, dated 29 June 1982, to discharge waste under the <br /> National Pollutant Discharge Elimination System. <br /> 2. The Discharger proposes to intermittently discharge a maximum of 0.5 mgd <br /> (21.9 1/sec) of industrial wastewater from secondary treatment facilities at <br /> the mill into the Stanislaus River a water of the United States, at a point. <br /> in the southwest 1/4 of Section 29, T2S, R8E, MDB&M. The Discharger also <br /> discharges a maximum 1.8 mgd (78.9 1/sec) of combined industrial wastewater <br /> and stormwater runoff from both primary and secondary treatments to 90 acres <br /> (36.5 ha) of company owned land for disposal and irrigation. Domestic, waste <br /> is sewered to the City of Ripon wastewater treatment facilities. <br /> 3. The Simpson Paper Company, Ripon Mill is an existing nonintegrated paper mill <br /> which manufactures several grades of fine papers from purchased pulp. The <br /> mill ' s maximum daily production rate is 187,000 lbs (84,898 kgs) of paper. <br /> 4. The report of waste discharge describes the proposed discharge to the Stanis- <br /> laus River as follows: <br /> Maximum Flow: 0.5 million gallons per day (mgd) (21.9 1/sec) <br /> Average Temperature: 74°F (23.3 C) Summer; 55°F ( 12.8 C) Winter <br /> Daily <br /> Constituent Units Average Maximum Minimum <br /> BOD mg/l 45 60 25 <br /> Total Suspended mg/l 45 60 20 <br /> Matter <br /> Settleable Matter ml/l <0.1 0.1 -- <br /> pH 8.5 6.5 <br /> 5.
