INFORMATION SHEET
SIMPSON PAPER COMPANY, RIPON MILL
SAN JOAQUIN COUNTY
BOD and Suspended Solids concentrations and are used with the discharge flow of
0.5 mgd to obtain 30-day average mass emission rates of 188 lbs/day. The BOD and
Suspended Solids effluent limitations proposed by EPA with an annual production
rate of 187,000 lbs/day are as follows:
Daily 30-Day Annual
Constituent Units Maximum Average Average
BOD lbs/day 729 430 242
Suspended Solids lbs/day 767 468 257
The annual average effluent limitations are applicable only to noncontinuous
dischargers. The Ripon Mill is considered a noncontinuous discharger because it
is expected that, during low flow periods in the Stanislaus River, receiving water
limitations in the proposed NPDES permit will in effect periodically prohibit a
river discharge. Therefore, the proposed requirements contain the annual average
BOD and Suspended Solids effluent limitations of 106 lbs/day.
The annual average effluent limitations are obtain by dividing the 30-day average
BOD and Susupended Solids limitations by 1.78 (1 .78 is the factor proposed by EPA
in determining annual average limitations for BOD) .
RJ:dg
11/1.2/82
