The Ripon Mill is considered a noncontinuous discharger because it <br /> is expected that, during low flow periods in the Stanislaus River, receiving water <br /> limitations in the proposed NPDES permit will in effect periodically prohibit a <br /> river discharge. Therefore, the proposed requirements contain the annual average <br /> BOD and Suspended Solids effluent limitations of 106 lbs/day. <br /> The annual average effluent limitations are obtain by dividing the 30-day average <br /> BOD and Susupended Solids limitations by 1.78 (1 .78 is the factor proposed by EPA <br /> in determining annual average limitations for BOD) . <br /> RJ:dg <br /> 11/1.2/82 <br />
