A copy of that proposal was submitted to <br /> Mr. Robert Niblack of the Regional Water Quality Control Board on <br /> March 15, 1988 for review. <br /> In a telephone conversation with Mr. Niblack today, he indicated that <br /> it would take two to four weeks to complete the review and to send <br /> us a letter with their comments and/or approval for the design of the <br /> project.
