CALIVtIA REGIONAL WATER QUALITY CqWOL BOARD
CENTRAL VALLEY REGION
3201 S Street
Sacramento, California 95816
NOTICE OF PUBLIC HEARING
and
APPLICATION FOR REVISED WASTE DISCHARGE REQUIREMENTS
(National Pollutant Discharge Elimination System Permit)
for
SIMPSON PAPER COMPANY, RIPON MILL
SAN JOAQUIN COUNTY
The Simpson Paper Company has submitted a Report of Waste Discharge as application
for reissuance of waste discharge requirements. Existing requirements are con-
tained in Order No. 73-173 (NPDES No. CA0004006) which expires 31 December 1977.
The proposed requirements would allow the discharge of adequately treated waste-
water to the Stanislaus River, or the discharge of effluent to company owned prop-
erty for land disposal and irrigation purposes.
On the basis of preliminary staff review and application of lawful standards and
regulations, the California Regional Water Quality Control Board, Central Valley
Region, proposes to issue waste discharge requirements including limitations and
special conditions. Persons wishing to comment upon or object to the proposals
are invited to submit same in writing to the Regional Board no later than
15 December 1977. All comments or objections received prior to the above date will
be considered in the formulation of final determinations regarding the waste dis-
charge. If no objections are received, the Regional Board will issue discharge re-
quirements. A public hearing concerning this matter will be held as follows:
DATE: 16 December 1977
TIME: 10:00 a.m.
PLACE: State Personnel Board Hearing Room
801 Capitol Mall
Sacramento, California
Interested persons are invited to attend to express their views on the issues re-
lating to the above waste discharge. Oral statements will be heard, but for the
accuracy of the record, all important testimony should be submitted in writing.
The reports of waste discharge, related documents, the Board's proposed requirements,
time schedule, and all continents and petitions received may be inspected and copied
at the Regional Board office, 3201 S Street, Sacramento, California (916) 452-3977.
Please bring the foregoing to the attention of any persons known to you who would
be interested in this matter.
WILLIA.1 11. CROOKS, J .
Assistant Executive Officer
11/10/77 LFN/cis
