Groundwater monitoring wells TH-08 and TH-10 are utilized in <br /> Monitoring and Reporting Program (MRP) Order 5-01-148 to monitor water quality of the <br /> intermediate zone beneath the site of Neenah Paper facility. <br /> Nestle had conducted an aquifer test to determine the potential of vertical groundwater flows <br /> in wells TH-08 and TH-10. Based on this aquifer test, the results indicate groundwater is <br /> moving vertically through these wells and is allowing contaminants associated with Nestle's <br /> plume to migrate into lower stratum. This vertical migration of Nestle's plume is thought to be <br /> contributing to TCE impacts in several domestic wells that are located south of the Stanislaus <br /> River. <br /> Based on Nestle's recommendation and staffs review, groundwater monitoring wells TH-08 <br /> and TH-10 associated with MRP No. 5-01-148 should be abandoned in place. Staff <br /> recommends Nestle wells MW-11 C, MW-20C, and MW-31 C be utilized as monitoring points <br /> for the Intermediate zone beneath the Neenah Paper facility, which shall be incorporated into <br /> the MRP. Abandonment must proceed in accordance with Stanislaus County Environmental <br /> Health Department guidelines.
