(Discharger) is planning to <br /> close the Ripon Mill on or about the end of June 2009. The facility discharges industrial <br /> wastewater to approximately 98 acres of surrounding fields for evaporation and percolation. <br /> The discharge is regulated by Waste Discharge Requirements (WDRs) Order No. 5-01-148. <br /> Currently, the Discharger has been performing corrective action to meet Water Quality <br /> Protection Standards (WQPS) for the semi-perched, upper, and intermediate aquifers beneath <br /> the site. The Discharger has been applying low salinity water to flood irrigate the East <br /> Percolation Field in an effort to reduce total dissolved solids (TDS) levels in the nearby water <br /> supply wells. The Discharger has been applying this water for two summer seasons and has <br /> predicted the groundwater TDS levels will be reduced below the WQPSs within 5 years. <br /> With the understanding that Neenah Paper is closing the Ripon Mill, the Central Valley Water <br /> Board requests the Discharger to provide a plan describing the work to be conducted to meet <br /> the WQPS once the Ripon Mill Closes and the effluent discharge stops. This plan needs to <br /> include a schedule for the proposed continued corrective action to meet the WQPS. The <br /> Discharger shall submit this plan 17 July 2009. The Discharger is required to continue to <br /> monitor all site groundwater wells and submit quarterly reports in compliance with the WDRs <br /> until the WDRs are amended or rescinded.
