The Ripon Mill has been <br /> closed down since approximately May 2009 and Neenah Paper has been actively pursuing the <br /> sale of the property. Currently, approximately 400,000 gallons of effluent is directed to <br /> aeration stabilization ponds (ASB) #1 and #2 for eventual land disposal. The effluent is a <br /> combination of reverse osmosis reject from the cogeneration plant and fresh water, which <br /> reduces the total dissolved solids (TDS) concentration. Staff conducted observations of the <br /> waste water ponds and found no violations of Waste Discharge Requirements Order 5-01-148. <br /> Staff inspected the inactive sludge pond which appeared to be constructed with a grade to <br /> drain cover with robust vegetation. Staff also observed an active sludge pond filled with <br /> dewatered sludge and noted this pond as an area of concern in the site inspection report. The <br /> waste in this pond was has not been properly disposed or covered and the Discharger will be <br /> required to take the appropriate measures to close this pond. <br /> If you have any questions please call me at (916) 464-4737. <br /> TODD A.
