The report
was prepared in accordance with Monitoring and Reporting Program No. 5-01-148. Please
review the attached Monitoring and Reporting Checklist. Staff has the following comments.
1. Groundwater beneath the Ripon Mill continues to be affected by the Mill's past and
current discharges. The report does not evaluate whether the current corrective action
is effective in cleaning up past discharges. The Discharger shall evaluate groundwater
data using an appropriate statistical method in accordance with Title 27, Section 20415
to determine whether current corrective action is effective in cleaning up past
discharges.
2. The corrective action implementation schedule indicates the Discharger is negotiating
with the City of Ripon to acquire approximately 70 acre feet of low TDS water to flood
irrigate tine East Percolation Field. Water delivery is to b--gin during the 2007 irrigation
season. Following the 2007 irrigation season, the Discharger will evaluate the effects
on groundwater quality beneath the site. If the application of low TDS water does not
improve the effluent TDS below the 713 mg/L (Water Quality Protection Standard
established for the semi-perched aquifer), then staff recommends the lining of ASB #2
during the 2008 construction season or reduce effluent TDS concentrations through
in-plant process changes as additional corrective action measures.
California Environmental Protection Agency
Q% Recycled Paper
