The report <br /> was prepared in accordance with Monitoring and Reporting Program No. 5-01-148. Please <br /> review the attached Monitoring and Reporting Checklist. Staff has the following comments. <br /> 1. Groundwater beneath the Ripon Mill continues to be affected by the Mill's past and <br /> current discharges. The report does not evaluate whether the current corrective action <br /> is effective in cleaning up past discharges. The Discharger shall evaluate groundwater <br /> data using an appropriate statistical method in accordance with Title 27, Section 20415 <br /> to determine whether current corrective action is effective in cleaning up past <br /> discharges. <br /> 2. The corrective action implementation schedule indicates the Discharger is negotiating <br /> with the City of Ripon to acquire approximately 70 acre feet of low TDS water to flood <br /> irrigate tine East Percolation Field. Water delivery is to b--gin during the 2007 irrigation <br /> season. Following the 2007 irrigation season, the Discharger will evaluate the effects <br /> on groundwater quality beneath the site. If the application of low TDS water does not <br /> improve the effluent TDS below the 713 mg/L (Water Quality Protection Standard <br /> established for the semi-perched aquifer), then staff recommends the lining of ASB #2 <br /> during the 2008 construction season or reduce effluent TDS concentrations through <br /> in-plant process changes as additional corrective action measures. <br /> California Environmental Protection Agency <br /> Q% Recycled Paper <br />
