Staff has <br /> found the quarterly reports to be out of compliance with the Standard Provisions and <br /> Reporting Requirements (SPRR) August 1997, which is a violation of Waste Discharge <br /> Requirements (WDRs) Order No. 5-01-148. <br /> The transmittal letter does not comply with Standard Provisions and Reporting Requirements <br /> (August 1997) of WDRs Order No. 5-01-148. According to the SPRR, a transmittal letter <br /> explaining the essential points in each report shall accompany each report. Such a letter shall <br /> include a discussion of any violations found since the last such report was submitted, and shall <br /> describe actions taken or planned for correcting those violations. If the Discharger has <br /> previously submitted a detailed time schedule for correcting the violations, a reference to the <br /> correspondence transmitting such schedule will be satisfactory. If no violations have occurred <br /> since the last submittal, this shall be stated in the letter of transmittal. <br /> Based on a review of the 1St and 2nd quarterly reports and the monthly reports, it appears <br /> groundwater beneath the site continues to be impacted by effluent discharges containing <br /> elevated TDS levels and other constituents of concern. The Discharger shall evaluate this <br /> discharge and discuss in the transmittal letter planned corrective actions to reduce impacts to <br /> groundwater. The Discharger shall prepare an implementation schedule of the planned <br /> corrective actions to be submitted by the third quarter 2006 monitoring report. <br /> California Environmental Protection Agency <br /> Via.Recyckd Paper <br />
