Operator could not find manifest. Inspector provided a copy of manifest from RCRA <br /> Online. <br /> Note: Operator provided copies for the following manifest while inspector was on site: 01158087FLE (12-07-2017), <br /> 013525450FLE(8-12-2019), 013525641FLE(11-07-2019). <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest <br /> to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed <br /> manifest copy is not received from the transporter or designated facility. <br /> CORRECTED ON SITE. <br /> This is a Class II violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> OBSERVATION: The following were observed in the hazardous waste storage area: <br /> -One empty blue 55 gallon container with empty date of 11-1-2018. <br /> -One empty black 55 gallon container with the words empty, no empty date. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
