Because the application of water causes groundwater mounding beneath the <br /> application areas,the downgradient direction is away from the site, in all directions. <br /> OPERATIONS PLANS(§21760(B)) <br /> DESCRIPTION OF PROPOSED TREATMENT,STORAGE,AND DISPOSAL METHODS <br /> No treatment is proposed for the process- and storm-water. Process- and storm-water will be handled <br /> as described above. <br /> CONTINGENCY PLANS FOR THE FAILURE OR BREAKDOWN OF WASTE HANDLING FACILITIES <br /> Because the dispersal areas have accommodated discharge as much as 10 times greater than the <br /> ultimate discharge from the Diamond plant, it is unlikely that the dispersal areas could not <br /> accommodate the anticipated flows and it is very unlikely that overflows to the Stanislaus River <br /> would occur. Internally, the plant will be equipped with backup pumps in the event of primary pump <br /> failure. There are multiple irrigation pumps to deliver the water to the irrigation areas, and they are <br /> easily replaced through standard agricultural irrigation-pump supply companies in the area. <br /> DESCRIPTION OF INSPECTION AND MAINTENANCE PROGRAMS <br /> Inspection and maintenance programs for the water and wastewater systems have been prepared by <br /> Diamond personnel, and are not included herein. <br /> ANTIDEGRADATION ANALYSIS <br /> Appendix D contains the Antidegradation Analysis for this Project.
