The MRP has been revised in
response to your 15 July 2009 request for a reduction in groundwater monitoring
frequency based on previous monitoring that indicates relatively stable groundwater
quality trends at the site.
We concur that semiannual groundwater monitoring is sufficient to meet corrective action
monitoring needs for this site. The monitoring frequency for corrective action monitoring
wells monitored quarterly under the original MRP has therefore been reduced to
semiannually udder the revised MRP. The reporting frequency has also been reduced to
semiannually, and certain reporting requirements (e.g., historical monitoring data, time
series plots and water chemistry analysis) have been further reduced to annually. Please
note that annual monitoring has been retained where specified for wells under the original
MRP, and groundwater elevation still must be monitored quarterly consistent with Title 27
regulations. Also, the monitoring schedules for plant effluent, ponds, and other process-
related filowsldischarges remain the same as under the original MRP.
The revised MRP also reflects the changes in the site owner and facility operator resulting
from Neenah Paper's acquisition of the facility in 2007, consistent with Regional Water
Board Order No. R5-2007-0094 (copy enclosed). Other changes included minor edits,
formatting revisions; inclusion of references to the Standard Provisions and Reporting
Requirements (August 1997), where applicable; and requirements for electronic reporting
on compact disk. No changes were made to Waste Discharge Requirements Order No.
5=01-148.
The revised MRP replaces the original version under Order No. 5-01-148 effective
immediately, and shall continue in effect until the WDRs and/or MRP are updated, revised
or rescinded.
