Kennedy/Jenks Consultants
•
sewer services, an Associated Oil Company's 8-inch pipe, and an Associated Pipeline
Company's 8-inch rifled pipe.
The ESA indicated that two metal buildings remain onsite along Sixth Street. These buildings
are reportedly used as a radiator repair shop (306 West Sixth Street) and warehouse (601 West
Sixth Street). The ESA noted that the warehouse footprint appears to correlate with the Fabian
Warehouse on the station map. The northern portion of OU-5 is currently used for truck parking,
and the southern portion of OU-5 appears to be vacant.
The station map suggests four buried pipelines were aligned west/northwest to east/southeast
in the southern portion of OU-5. Although these pipelines were not identified during a
geophysical survey performed in May 2005, several buried linear features were identified in the
northern, central, and southeastern portions of OU-5.
Two phases of site characterization were subsequently conducted at OU-5 by Geocon on behalf
of Surland Companies, as documented in December 2004 and July 2005 reports. Only the
December 2004 report was available for review during development of the RI Work Plan and
Addendum; however selected results from the July 2005 investigation were obtained from
Geocon's 25 August 2005 letter to Surland outlining a scope of services for further assessment.
Available information regarding these site characterization activities is summarized below:
• Sixteen shallow trenches were initially excavated in November 2004 at various locations
throughout OU-5 to assess the native soil and the potential presence of fill material. Soil
lie samples collected from these trenches where analyzed for metals, total petroleum
hydrocarbons quantified as gasoline, diesel, and motor oil (TPHg, TPHd, and TPHmo),
' BTEX, organochlorine pesticides, chlorinated herbicides, VOCs, and SVOCs. Based on
the analytical results of these samples, twelve shallow soil samples were collected
throughout the northern portion of OU-5 in May 2005 and analyzed for metals,
' pesticides, polychlorinated biphenyls, PAHs, and asbestos. Concentrations of arsenic
and lead in these samples were as high as 28 and 390 milligrams per kilogram (mg/kg),
respectively.
• Eight direct-push borings were initially installed in the southeastern portion of OU-5 in
November 2004. Soil and groundwater samples collected from Boring B4 contained total
petroleum hydrocarbon constituents at concentrations as high as 2,600 mg/kg and BTEX
constituents as high as 7,200 mg/kg. As a result, 18 additional direct push borings were
installed in the vicinity of Boring B4 in May 2005 to further delineate the presence of
petroleum hydrocarbons in soil and groundwater. Samples collected from these
additional borings contained TPHd concentrations as high as 9,900 mg/kg and
290 milligrams per liter (mg/1). Fingerprinting analysis was also performed on a portion of
the soil samples to assess the type and age of petroleum constituents. Geocon
concluded that the lateral and vertical delineation of petroleum hydrocarbons in soil and
groundwater in the vicinity of the Boring B4 area was incomplete.
• Trench PTP5, excavated in the northern portion of OU-5 in May 2005, encountered
purple-colored soil containing arsenic, pesticides, and PAHs. In addition, Trench PTP9,
. excavated in the eastern portion of OU-5, encountered soil containing coal, asphalt, and
PAHs.
DRAFT Phase I Remedial Investigation Report Page 9
Former Tracy Railyard, Tracy, California
g:Gs-groupladminl ob10510565777.18_uprr109-reportslri rptltext.doc
