Kennedy/Jenks Consultants <br /> iSection 1: Remedial Investigation Purpose and Background <br /> 1.1 Introduction <br /> On behalf of the Union Pacific Railroad Company (Union Pacific), Kennedy/Jenks Consultants <br /> (Kennedy/Jenks) prepared this DRAFT Phase I Remedial Investigation Report(Report)for <br /> Union Pacific's Former Tracy Railyard (Railyard) located in Tracy, California (Figure 1). <br /> The remedial investigation (RI) is being conducted under a Voluntary Cleanup Agreement <br /> (Agreement) with the California Department of Toxic Substances Control (DTSC), as signed on <br /> 23 June 2005. The Agreement specifies that the remedial investigation will be conducted in <br /> ' accordance with California Health and Safety Code Section 25300, the National Contingency <br /> Plan (40 Code of Federal Regulations Part 300), and the United States Environmental <br /> Protection Agency's (EPA's) Interim Guidance for Conducting Remedial Investigations and <br /> Feasibility Studies under CERCLA, dated October 1988 (EPA/540-G-89/004). <br /> The proposed remedial investigation, whose results are documented in this report, was <br /> described in the Remedial Investigation Work Plan Former Tracy Railyard(the RI Work Plan), <br /> submitted to DTSC by Kennedy/Jenks on 23 August 2005, the Addendum to Remedial <br /> Investigation Work Plan (the Addendum), submitted by Kennedy/Jenks on 27 October 2005, <br /> '• and the Response to Comments on Remedial Investigation Work Plan and Addendum (the <br /> Response to Comments), submitted by Kennedy/Jenks on 10 November 2005. <br /> The RI Work Plan was supplemented by a Sampling and Analysis Plan (SAP); a Quality <br /> ' Assurance Project Plan (QAPP); and the Site Health and Safety Plan (HASP). <br /> The background information presented in the RI Work Plan and Addendum is also presented in <br /> this Report to provide a more complete document. <br /> 1.2 Objectives <br /> ' The remedial investigation objectives for the Railyard, as set forth in the Agreement, are to: <br /> ' • Characterize the extent of hazardous substance impacts at the Railyard <br /> • Identify existing and potential migration pathways, including the direction, rate and <br /> dispersion of contaminant migration <br /> ' • Analyze the baseline risks to help determine the need for remedial action at the Railyard <br /> • Determine the levels of chemicals that can remain onsite and still be adequately <br /> protective of human health <br /> ' • Gather data in order to evaluate feasible remedial alternatives <br /> The RI Work Plan presented the design of a preliminary site characterization as part of a <br /> ' phased RI.
