The containers <br />were: <br />1. A grey container storing flammable hazardous waste solids and aerosols, located in the service bay area, was <br />missing the name of the generator (see photo IMG 0404). Rich Loredo, Service Manager, added the name of the <br />generator to the hazardous waste label at the time of inspection (IMG 0405). <br />2. The facility disposes of its used oil filters as non-RCRA hazardous waste, per the facility's World Oil disposal <br />records. The two 55 -gallon drums of used oil and gasoline filters, located in the service bay area, were missing the <br />words "Hazardous Waste," the address of the generator, hazardous properties, and the physical state (IMG <br />0415-6). <br />3. A white container attached to the facility's oil filter crusher and storing oil, was labeled with a hazardous waste <br />label that was illegible. The container was missing the name and address of the generator, hazardous properties, <br />physical state, composition (contents), and accumulation start date (IMG 0417-8). <br />4. A hazardous waste tote storing waste aerosol cans containing paint and petroleum distillates, located in the retail <br />hazardous waste area/receiving area, was missing the name of the generator and the physical state on its <br />hazardous waste label (IMG 0440-2). <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Notes: <br />- The facility generated 16.86 tons of hazardous waste in 2019 and collected 4.62 tons of hazardous waste from <br />the public in 2019. <br />- Violations 119, 503, 509 were added to the inspection report. <br />- Rich Loredo, Service Manager, provided a copy of the facility's 9/18/2017 used oil hazardous waste tank <br />assessment at the time of inspection, which was reviewed by the EHD after the date of inspection. <br />An inspection checklist was provided to the facility operator on the day of inspection.
