Hi David,
Thank you for your email with the compliance documents in response to the 1/13/2020 hazardous waste inspection
report for Pepboys #711. The following information is missing and needed to close out the following violations:
Violations 114 & 115: Submit TSDF copies of the following uniform hazardous waste manifests: 008681048FLE
(5/17/2017), 011386939FLE (2/13/2018), 017468623JJK (10/17/2018), and 011392897FLE (12/02/2018).
2. Violation 118: Submit copies of consolidated manifest receipts for the disposal of the following hazardous
wastes:
a. 100 gallons of used oil on 3/22/2017,
b. 150 gallons of used oil on 4/27/2018 (the consolidated manifest receipt submitted was from a different
date and was not marked with the correct uniform hazardous waste manifest number 017791120JJK),
c. 120 gallons of used oil on 6/29/2018.
3. Violation 119: Currently, the used metal oil filters are documented on consolidated manifests as "non-RCRA
hazardous waste used metal oil filters containing oil." If the metal oil filters are not drained, they must be
disposed of as hazardous waste, in which case a uniform hazardous waste manifest must be used. If the metal
oil filters are drained and recycled, a consolidated manifest/bill of lading can be used. Submit a written
statement documenting how the facility will manage, and document the disposal or recycling of, its used metal
oil filters.
4. Violation 301: Submit a written statement documenting the storage and final disposition of the brake lathe
shavings which were cleaned up.
5. Violation 503: Your response to this violation is still under review. If needed, further information will be
requested shortly to close out the violation.
6. Violation 605:
If the used metal oil filters are drained and recycled, the storage container must be labeled with the
words "drained used oil filters" and marked with an accumulation start date. If the used metal oil filters
are not drained, they must be managed as, and meet the labeling requirements for, hazardous waste.
Submit a written statement documenting how the facility will label its used metal oil filter storage
containers.
b. Submit a written statement documenting that the hazardous property is marked on the used oil
container connected to the oil filter crusher, since the photo submitted shows the hazardous property is
missing.
Please don't hesitate to contact me if you have any questions.
Thank you,
Elianna Florido, REHS
San Joaquin County Environmental Health Department
Registered Environmental Health Specialist
1868 East Hazelton Ave
Stockton, CA 95205
P: (209) 468-0343 1 F: (209) 468-3433 1 E: eflorido@sigov.org
Please note that my email has changed to eflorido@sigov.org
