October 11 , 1992 <br /> Planning Commission Staff , San Joaquin County: <br /> RE: Use permit application no. UP-92-12 of Dan & Pat Van Groningen <br /> We are appealing to the Board of Supervisors to contest the <br /> following provisions : <br /> 1 . (k) We do not feel that it is necessary to do grading for water <br /> drainage because for 12 years , we have been using this yard <br /> for loading watermelons , stacking hay and fire wood, and <br /> equipment sales . During this time, enough gravel has been <br /> added to the yard to provide adequate drainage. We see no <br /> need to have this professionally engineered, all the <br /> equipment moved off the yard and grading done (at an approx. <br /> cost of $25 ,000) . <br /> 3 . (a) An individual sewage disposal system is not needed. We <br /> propose portable handicap restrooms (such as is used at the <br /> San Joaquin County Fair which service thousands of people) . <br /> Our traffic is very limited and these handicap restrooms <br /> would be adequate for our purposes . Presently, there <br /> already is a well and septic system on the parcel of ground <br /> to service the residence. (approx. cost - $7 ,500) <br /> 3 . (b) Construction of an individual domestic water well is also <br /> unnecessary . Water is not needed at the facility since the <br /> handicapped restrooms provide water for hand washing. <br /> Presently , we have bottled water for drinking delivered <br /> regularly to the yard. (approx. cost for new well - $7 ,500) <br /> The total financial outlay for these projects would be approx. <br /> $40 ,000 , plus additional outlay for the provisions we are not <br /> contesting. Our business would not survive an outlay of $40 ,000 . <br /> We would be forced to close down. In 1991 , we paid sales taxes in <br /> the amount of $12 ,000 . If we closed our business , our county and <br /> state would be out of another source of revenue as farmers would <br /> sell their own equipment and no sales tax would be charged. <br /> We do not understand provisions 1 . (L) - (we were under the <br /> impression that we had 18 months to comply) and 2 . (c) - (the county <br /> has already paved into our existing yard) .
