Approve Use Permit Application No. UP-92-12 with the Findings and Conditions of Approval <br /> given In the staff report. <br /> FINDINGS <br /> 1. The establishment,maintenance,and operation of the use does not conflict with the General Plan. <br /> • Staff can make this finding because the proposed farm equipment sales Is permitted <br /> In the C-RC zone subject to a Use Permit, and the C-RC zone Is an Implementing <br /> zone for the Agriculture General Plan designation. <br /> 2. Adequate utilities, access roads, sanitation, drainage, and other necessary facilities have been <br /> provided, and the proposed improvements are properly related to the existing and proposed <br /> streets and highways. <br /> • Staff can make this finding because the site has access by frontage on Jack Tone <br /> Road, and provisions for septic systems, an on-site well, and on-site drainage must <br /> meet County standards. <br /> 3. The property involved Is of adequate size and shape to accommodate the proposed use and all <br /> yards, building coverage, setbacks, parking areas, and other requirements of this Title. <br /> • Staff can make this finding because the alto plan, along with the recommended <br /> Conditions of Approval, will ensure that all code requirements and other standards <br /> will be met. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • Staff can make this finding because the Initial Study prepared for this Item found no <br /> potential, significant environmental Impacts. <br /> PROJECT DESCRIPTION <br /> The applicant is proposing a farm related equipment sales yard, outdoor auctions,storage of agricultural <br /> equipment,and agricultural sales of feed and grain on the western one-acre portion of a 1.92-acre parcel. <br /> In addition,the applicant intends to do minor repair work on the used equipment prior to sale. No service <br /> or repair structure is proposed. Water, sewage disposal, and drainage are to be provided by well, septic <br /> system, and natural drainage. Proposed hours of operation are 8:00 am. to 6:00 p.m., Monday through <br /> Saturday, closed Sunday. The applicant intends to have two employees and expects 5 to 20 customers <br /> per shift. <br /> -6- <br />
