Ir 2� <br /> PC: 10-1-92 <br /> UP-92-12 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> On April 22, 1991, an Enforcement file was opened due to the sales of used equipment at this site. A <br /> letter from Dan Van Groningen, dated April 19, 1991 (attached), indicates that the site had been used for <br /> storage of equipment for Van Groningen and Sons and had been used for the sale of firewood 'for the <br /> past eight years! The sale of used equipment apparently began when Van Groningen and Sons decided <br /> to have a public auction on December 1, 1990. Equipment from other farmers was Included In the <br /> auction. In preparation for a future auction, more equipment was brought In. The letter Indicates that at <br /> the time the Enforcement file was opened, only one auction had been held. <br /> On October 24, 1991,the Board of Supervisors approved Zone Reclassification Application No.ZR-91-18 <br /> of Dan Van Groningen to rezone this site from AG-40 (Agriculture, 40-acre minimum lot size) to C-RC <br /> (Commercial-Rural Center). On July 29, 1992, the Board approved the Comprehensive Plan for 2010, <br /> which designates this site as Agriculture on the General Plan with a C-X (Crossroads Commercial) zone. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> This item is being processed pursuant to the 1995 General Plan. <br /> 1995 General Plan: <br /> The C-RC (Commercial-Rural Center) zone is an implementing zone of the Agriculture General <br /> Plan designation. With the exception of the proposed outdoor auctions, the proposed uses are <br /> conditionally permitted with an approved Use Permit in the C-RC(Commercial-Rural Center)zone. <br /> Outdoor auctions may be conditionally permitted with an approved Use Permit if the use Is <br /> determined to be compatible with and of the same general character and intent as the conditional <br /> uses in the C-RC district. The Development Services Division has determined that the proposed <br /> auctions are compatible with and of the same general character and intent as the conditional uses <br /> in the C-RC district However, it is recommended that the auctions be limited to 25 percent of the <br /> land area of the main uses. <br /> 2010 General Plan: <br /> The General Plan designation for the 2010 General Plan is A/G (General Agriculture), and the <br /> zone is C-X (Crossroads Commercial). The C-X zone is intended to provide a limited variety of <br /> retail and service uses and agriculturally related uses at specific Intersections to serve rural <br /> residents outside of designated urban and rural communities. This zone is Intended to provide <br /> for limited commercial areas in an agricultural land use designation of the General Plan, In <br /> accordance with Plan policies. Farm machinery sales and repair may be conditionally permitted <br /> with a Site Approval in the C-X zone. Agricultural sales of feed and grain may be conditionally <br /> permitted with a Use Permit in the C-X zone. Auctions of agricultural machinery may be permitted <br /> as an accessory use. Pursuant to the 2010 Development Title, accessory uses must meet the <br /> -9- <br />
