The supplemental information was submitted in response to Regional Board <br /> letter dated 1 May 2003 and includes a technical report describing (a) area land uses, (b) solids <br /> management, (c) the management of industrial wastewater, (d) an update of the influent and effluent <br /> quality data, (e) an update of groundwater quality information, (f) a discussion of the onsite WWTF <br /> improvements, and (f) a discussion of offsite improvements and effluent disposal options. The RWD <br /> also refers to a Sludge Management Plan (Sludge Plan), dated May 2003, and an Evaluation of Former <br /> Screenings Disposal Site (Screenings Evaluation), dated May 2003. Both reports were submitted <br /> pursuant to an 11 March 2003 Regional Board Notice of Violation (NOV) and will be addressed under <br /> separate cover. <br /> Waste Discharge Requirements Order No. 94-100 (WDRs) and Cleanup and Abatement Order <br /> No. 5-01-703 (CAO) currently regulate the WWTF and its discharge to land of up to an average dry <br /> weather monthly flow of 7.9 million gallons per day (mgd) of undisinfected municipal and industrial <br /> wastewater to evaporation/percolation ponds (hereafter disposal ponds). Until the necessary <br /> improvements are made to the WWTF existing pond berms and a RWD is submitted for an expansion of <br /> the disposal capacity, the CAO limits the monthly average influent flow to 4.5 mgd during the Cannery <br /> season, and 1.8 mgd during the rest of the year. The 7.9 mgd flow permitted in the WDRs is based on <br /> Cannery discharge flows of 5.0 mgd, which was projected during the time the WDRs were adopted. <br /> However, the RWD reports that the Cannery discharge flows are not expected to exceed 2.7 mgd. The <br /> WWTF has current disposal capacity to meet the WWTF's current flows; however, there is insufficient <br /> California Environmental Protection Anencv <br /> ed Recycled Paper <br /> The energy challenge facing California is real.
