(AGE) on behalf of Idealease for
the property at 1137 South Stockton Street in Stockton (Site). The Site is in an industrial and
commercial area of west Stockton and includes an office building, truck wash facility, fuel
dispenser area, and one 12,000-gallon diesel aboveground tank (AGT).
Central Valley Water Board staff requested Idealease prepare this addendum to the
22 September 2009 Additional Assessment Work Plan (Work Plan) to describe how it will
determine when to terminate the deep soil borings and define the vertical extent of
contamination. The Work Plan proposed to drill one shallow boring to about 10 feet below
ground surface (bgs) and 10 deep borings to about 30 feet bgs. Four of the deep borings will
be converted to monitoring wells. Idealease will advance the deep borings to a depth of
30 feet bgs or, based on field measurements and observations, until soil samples no longer
demonstrate hydrocarbons impacts. This will include evaluating soil samples at five-foot
intervals by visual and field screening. If Idealease determines in the field that the 30 foot bgs
sample contains hydrocarbons, it will advance the boring an additional 10 feet and inspect that
sample and this process will continue until the samples do not show evidence of
hydrocarbons. Idealease will retain a minimum of two soil samples from each soil boring for
laboratory analysis.
Central Valley Water Board staff concurs with the Addendum. As stated in the
15 October 2009 Board staff letter, by 12 February 2010 Idealease needs to drill the soil
borings, install the monitoring wells, analyze the soil and grab groundwater samples, collect
groundwater samples from the new wells, and submit a report of findings.
