(AGE) on behalf of Idealease for the property at <br /> 1137 South Stockton Street in Stockton (Site). <br /> The Site is in an industrial and commercial area of west Stockton. Site features include an <br /> office building, truck wash facility, fuel dispenser area, and one 12,000-gallon diesel <br /> aboveground tank (AGT). <br /> In December 2009, Idealease drilled 10 soil borings to depths between 10 and 50 feet below <br /> ground surface (bgs) and converted four of them to monitoring wells. Total petroleum <br /> hydrocarbons as diesel (TPHd) was detected in soil samples at a maximum concentration of <br /> 350 milligrams per kilogram (mg/kg). Grab groundwater samples contained a maximum <br /> concentration of TPHd of 11,000 micrograms per liter (pg/L). <br /> In January 2010, Idealease conducted the first quarterly groundwater monitoring event for the <br /> newly installed monitoring wells. The depth to water was about 16 feet bgs, and flow was <br /> radially outward with a depression around MW-4. TPHd was detected in wells MW-2 and <br /> MW-4 at concentrations of 630 pg/L and 1,100 pg/L, respectively. <br /> Our comments are presented below: <br /> 1. Central Valley Water Board staff concurs with the proposal to prepare a work plan to <br /> remove contaminated source area soil at the Site. By 17 May 2010, Idealease needs <br /> to prepare and submit a work plan for soil excavation and removal. <br /> 2. Central Valley Water Board staff concurs with Idealease's recommendation to continue <br /> quarterly groundwater monitoring and sampling. Quarterly monitoring reports need to <br /> include the information in the attached Items to be Included in a Quarterly Monitoring <br /> Report. Idealease needs to sample the monitoring wells quarterly and submit the <br /> monitoring reports by 1 May, 1 August and 1 November 2010, and 1 February 2011. <br /> California Environmental Protection Agency <br /> A Recycled Paper <br />
