The plain did not include training of the following elements: <br /> 1. Familiarity with the emergency response plans and procedures in the event of a release or threatened release of <br /> a hazardous material. <br /> 2. Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br /> program agency. <br /> 3. Evacuation plans and procedures, including immediate notice, for the business site. <br /> Training programs for all employees and annual training, including refresher courses, shall include familiarity with <br /> the facility's Emergency response plans and procedures in the event of a release or threatened release of a <br /> hazardous material. Training shall cover, but not limited to, all of the following: <br /> (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br /> program agency. <br /> (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment. <br /> (C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> These training programs may take into consideration of each employee. Immediately prepare or update the facility's <br /> training program, log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, <br /> upload the correct or updated information, and submit to the EHD for approval. <br /> This is a repeat violation, Class II. <br /> 9 HSC 25508(a)(1) Failed to annually review and certify that the business plan is complete, accurate, and up to date. <br /> The business plan information has not been reviewed and resubmitted in the California Environmental Reporting <br /> System(CERS)annually by January 15 for 2018, 2019, and 2020. The hazardous materials inventory shall be <br /> submitted by January 15 of each calendar year and may be submitted beginning November 1 of the previous year. <br /> Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to <br /> the EHD for approval. <br /> This is a repeat violation, Class II. <br /> 10 HSC 25508.1(a)-(f) Failed to submit revisions to business plan within 30 days of substantial change in operations. <br /> During the inspection, four 55 gallon drums of hydraulic fluid/oil were found and the updated information has not <br /> been submitted. Within 30 days of one the following events, business shall electronically update the information <br /> submitted to the California Environmental Reporting System (CERS): <br /> -A 100 percent or more increase in the quantity of a previously disclosed material. <br /> -Any handling of a previously undisclosed hazardous materials <br /> -A change of business address, business ownership, or business name. <br /> Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the <br /> correct or updated information, and submit to the EHD for approval. <br /> This is a repeat violation, Class II. <br /> FA0010925 PR0520553 SC001 05/14/2020 <br /> EHD 19-01 Rev.9/20/2019 Page 4 of 5 Hazardous Materials Program OIR <br /> 1868 E.
