The Work Plan was submitted on behalf of River Islands Development LLC by ENGEO. The Work Plan proposes the abandonment and destruction of two existing groundwater monitoring wells (MWR-1 and MWR-2) associated with the River Islands development. The monitoring wells were originally installed in 1999 on behalf of.Califia Development Group. Since then, these two monitoring wells have been used to monitoring groundwater conditions related to the nearby discharge of recycled water for the City of Lathrop under Waste Discharge Requirements.(WDRs) and Master Recycling Permit Order R5-2006-0094, which was adopted on 22 September 2006. Groundwater monitoring wells MWR-1 and MWR-2 are not routinely sampled and are not critical to ongoing groundwater monitoring activities under R5-2006-0094. It is our . understanding that River Islands intends to properly abandon these wells in advance:of :. grading and land development activities. Although we concur with River Islands' propo.sal.to_ abandon these two monitoring wells, all well abandonment activities must be conducted in accordance with San Joaquin County Environmental Health Department permitting requirements to effectively seal the shallow groundwater interval from deeper water-bearing ?ones. Therefore, provided that the work is conducted in accordance with permits issued by the San Joaquin County Environmental Health Department, the Work Plan is approved. Upon completion of well abandonment activities, please submit a Monitoring Well Abandonment Report to this office that describes in detail the methods used to abandon each well and including copies of well abandonment permits issued by the San Joaquin County Environmental Health Department. Please note that all letters, documents, and other materials that you would normally submit to us as hard copies must also be submitted in a searchable Portable Document Format (PDF).
