Santa Fe Rd., Riverbank (Escalon). <br /> EHD cannot concur with your consultant's recommendation to replace the ozone <br /> injection system with ORC at this time since the current dissolved contaminant mass <br /> calculations and data showing that the ground water is oxygen deficient has not been <br /> provided. This information, in addition to a cost estimate and description (time and <br /> materials) of the complete ORC system/program needed to effectively reduce the <br /> contaminant mass, must be submitted to justify the use of ORC. <br /> Justifications and a cost estimate for DPE versus ozone generator replacement should <br /> be submitted so EHD can properly evaluate your DPE proposal. The proposal to <br /> perform DPE was not supported with technical justification for the length of the test (5- <br /> days) or the amount of water to be extracted (20,000 gallons).
