(Discharger) owns and operates the facility. <br /> On 11 March 2014, Regional Board staff received a spill report from the Discharger describing <br /> two separate unauthorized discharges of industrial process wastewater to the facility's Storm <br /> Water Pond #4. The discharges, which occurred on February 22Nd and 28th were reportedly <br /> due to an auxiliary holding tank valve that was left open, allowing the tank to overflow. The total <br /> discharge volume was estimated to be 5,100 gallons. <br /> The discharge of industrial process wastewater to the storm water ponds is a violation of <br /> Discharge Prohibitions A.3 and A.4 of Order 5-00-056. Discharge Prohibition A. 3 states, `As of <br /> 1 November 2000, discharge of domestic wastewater and/or industrial process water to the <br /> storm water ponds is prohibited. The only exception maybe the furnace tap cooling water(as <br /> described in finding No. 13)". Discharge Prohibition A. 4 states, "Bypass or overflow of <br /> untreated or partially treated waste is prohibited." <br /> Corrective Action <br /> To prevent the reoccurrence of unauthorized discharges, the Discharger has capped the <br /> overflow outlet on the holding tank and installed valve locks to prevent operation of the valves <br /> by unauthorized personnel. <br /> Based on the spill report and the corrective actions implemented by the Discharger, no further <br /> action is required at this time.
