The contingency plan was <br /> missing the location of the spill control equipment. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the <br /> telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br /> Joaquin County Environmental Health Department that the correction is complete. <br /> This is a repeat violation, Class ll. <br /> 1n6 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained. According to Dave Christian, Safety Manager, <br /> hazardous waste training has not been given to employees. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous <br /> waste. <br /> This is a minor violation. <br /> 112 CCR 66268.7(a) Failed to make determination for land disposal. <br /> OBSERVATION: Land disposal restriction forms for uniform hazardous waste manifests(UHWM)010243248FLE <br /> (4/21/2017, paint waste)and 010243246FLE(4/21/2017, paint waste)were found missing the signature from the <br /> generator. <br /> REGULATION GUIDANCE: The generator shall determine if the waste is restricted from land disposal prior to <br /> transport off-site and keep complete documentation on-site for three years.
