California 95826-3200
Work Plan
Proposed Additional Soil Sampling
Rotor Blades,Inc.
1514 East Scotts Avenue
Stockton, California
Dear Mr. Becker:
This work plan includes procedures for the collection of near surface soil samples from within the property
boundaries at the above referenced site. Shallow hand auger borings and soil samples are proposed at six
locations on the property. It is our understanding that a brief work plan is necessary to obtain DTSC approval
and to facilitate San Joaquin County boring permits prior to the field work. In addition, the DTSC requested
that this brief work plan be submitted and would be considered an attachment to the approved Final Field
Sampling Plan dated November 17, 2000.
BACKGROUND
Rotor Blades Inc. has previously submitted the following documents to the Department of Toxic Substances
(DTSC) for the Rotor Blades site:
• Final Field and Sampling Plan Dated November 17,2000
• Draft Preliminary Endangerment assessment Dated April 13,2002
• Draft Removal Action Plan dated March 19, 2002
• Technical Approach for the Human Health and Risk Assessment dated July 9, 2002
On August 12, 2002, during discussions with the DTSC regarding this site, the DTSC requested that six
additional soil borings be performed within and outside the property boundaries. On August 15, 2002,
representatives of Harding ESE and DTSC discussed the possibility of performing the six soil borings on-site,
and based on laboratory results, evaluated the need for any offsite future sampling activities. Mr. Becker
verbally agreed to a sampling approach where the six near- surface soil samples would be collected from
within the Rotor Blades property boundaries.
