Tomko <br /> Executive Officer Area Engineer <br /> DATE: 10 March 1989 SIGNATURE: <br /> SUBJECT: SOUTHWEST HIDE CLEAN AND ABATEMENT <br /> The attached Cleanup and Abatement (C&A) Order directs Southwest Hide to conduct <br /> a ground water pollution investigation in a clear and timely manner. There have <br /> been several iterations of work plan proposals and Regional Board review and <br /> comment over the last three years. The investigation has lacked completeness <br /> and consistency. The hope is that this C&A will motivate the Discharger to <br /> allocate the necessary resources to conduct the site assessment in a coherent <br /> manner, and cease the pollution of underlying ground waters. <br /> To this end, the C&A requires the submittal of a Technical Report, on the data <br /> collected to date, by 5 April 1989. The contents of this Technical Report are <br /> spelled out explicitly within the C&A, including the identification of data gaps <br /> and the preparation of work plans to fill these gaps. <br /> Finally, the C&A requires that the Discharger submit a Beneficial Use Analysis <br /> and ground Water Remedial Action Plan by 1 August 1989. This gives the <br /> Discharger around four months to plan and implement additional field work , if <br /> the Technical Report recommends such work. <br /> The Discharger has received the draft C&A and has no substantive comments. <br /> RECOMMENDATION: <br /> Sign the attached C&A. <br /> JJT:ej <br /> Attachment <br />
