CENTRAL VA* Y REGIUNAL WATER CLIALITY CON L BOARD
INSPECTION R cPC)RT
21 January 1985
DISCHARGER : Southwest Hide Company (SHC)
LOCATION & COUNTY : Manteca, San Joaquin County
CONTACT( S ) : Dana Means, Manager; Dave Wilcox, Mai ntenance Sup.
INSPECTION DATE : 4 November, 1985
INSPECTED BY : Antonia Vorster, Philip I sorena
ACCOMPANIED BY : Dave Wilcox
The subject facility was inspected to ascertain its compliance with Board Order
No. 80-061.
OBSERVATIONS .AND COMMENTS
Wastewater Ponds
The facility has two ponds which receive brine wastewater used in curing ride.
The ponds are lined with 20 mil liners which had been consequently covered by
approximately two feet of compacted dirt. The westerly pond (Pond 2) was full
and had only about six inches of freeboard left; the easterly pard ( Pond 1) ,
however, contained very little wastewater because it was being dried up so that
salts accumulated at the bottom could be recovered. The periphery of both ponds
has been planted with ice plant to prevent erosion. We sampled Pond 2 for
standard minerals , COD, BOD, and ICAP analyses. The sample results (shown in
Attachments A and B) indicate that the wastewater contains a IDS concentraticn
of 331 ,000 mg/l which makes it a ' designated waste' according to our "Was%.
Classification and Cleanup Level Determination" guidelines.
Storage Tanks
Four partially buried storage tanks, northwest of Pond 2 with a total capacity
of 200,000 gallons, are used for storage of brine wastewater which is recycled
back to the curing tanks in the production building. when the storage Tanks are
tilled to capacity, the solution is drained by gravity flow to the, ponds for
disposal by evaporation.
A set of underground Larks with a total capacity of 3,000 gallons adJacent to
the production building were built approximately four, imonths ago. The areas
drained by these tanks include the following: oil and grease sump the skim
ings are collected and sold to a recyciirg site) ; collection drains in the
production area; a trough which collects drippings from trucks transpc:rting oil
and grease. Small amounts of make-up solution for the curing tanks are drawn
from these underground tanks ; lar;e amounts are drawn from the part'i311y
buried tanks.
EV I E W E 0 F3Y:
I
