CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 80-061 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SOUTHWEST HIDE COMPANY <br /> MANTECA, SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) , finds that: <br /> 1 . Southwest Hide Company (hereafter Discharger) operates an animal hide curing <br /> facility. <br /> 2. Southwest Hide is located adjacent to Hwy 99 and Austin Road, near the City <br /> of Manteca. <br /> 3. Southwest Hide Company discharges 750 gallons (0. 3 1/sec) per day from the <br /> hide curing to a 1 .5 acre (.06 ha) plastic lined evaporation pond constructed <br /> in December 1979. <br /> 4. The ponds receive a brine wastewater used in curing. No other chemicals <br /> are discharged. Chlorides will range from about 25 - 40%. <br /> 5. The facilities are located in Section 14, T2S, R7E, MDB&M with surface water <br /> drainage to the Stanislaus River. <br /> 6. The beneficial uses of the Stanislaus River are municipal , industrial and <br /> agricultural supply; recreation; esthetic enjoyment; navigation ; groundwater <br /> recharge; freshwater replenishment; hydroelectric power generation; and <br /> preservation and enhancement of fish, wildlife and other aquatic resources. <br /> 7. The beneficial uses of the groundwater are municipal , industrial , and agri- <br /> cultural supply. <br /> 8. The Board, on 25 July 1975; adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin (5P,) which contains water quality objec- <br /> tives for all inland waters of the Basin. <br /> 9. The action to adopt waste discharge requirements for this existing hide <br /> curing facility is exempt from the provisions of the California Environmental <br /> Quality Act in accordance with Section 2714(c) , Title 23, California Adminis- <br /> trative Code. <br /> 10. The Board has notified the discharger and interested agencies and persons <br /> of its intent to prescribe waste discharge requirements for this discharge. <br /> 11 . The Board in a public meeting heard and considered all comments pertaining <br /> to the discharge. <br />
