Reents, P.E. <br /> Senior Engineer Project Engineer <br /> DATE: SIGNATURE: <br /> 25 May 1�EE -,—,T <br /> SUBJECT: SOUTHWEST HIDE GROUND WATER INVESTIGATION, SAN JOAQUIN COUNTY <br /> (CASE #2664) <br /> This memorandum is intended to document the numerous revisions to the Ground Water <br /> Monitoring Proposal submitted by Southwest Hide and observations of the field work <br /> which has taken place. The original Ground Water Monitoring Proposal (Proposal ) <br /> submitted by Southwest Hide was dated 1 December 1987. Comments were supplied by <br /> our office on 7 January 1988. A revised Proposal dated January 1938 was received <br /> and RWQCB verbal comments were supplied at an 8 March meeting and in writing in an <br /> 18 March letter. At the 8 March meeting, Dana Means of Southwest Hide committed <br /> to submitting a complete Proposal and time schedule by 8 April 1988. <br /> On 11 April , we received a revised Proposal from Moldenhauer Engineering (consul- <br /> tants to Southwest Hide) but no time schedule. Comments were discussed with Alex <br /> Blackburn of Moldenhauer by telephone on 26 April 1988. On 29 April , a letter <br /> from Southwest Hide was received which contained a time schedule, but which also <br /> contained a completely new monitoring well proposal . This letter and water level <br /> contour maps for the site were discussed at a meeting of the same date. Subse- <br /> quently, Moldenhauer submitted another proposal on 3 May, and vet another <br /> (consisting of a location map only) on 6 May. The final proposal essentially <br /> consisted of installing eight two-inch piezometer/monitoring wells on-site in <br /> addition to the three existing, and soil borings around and northwest of the <br /> ponds. <br /> On 10 May, I visited the site to observe the drilling and well installation <br /> activities. Drilling was performed by hollow stem auger with continuous coring. <br /> Wells/piezometers are PVC with 0.020" screen, #,3 lonestar (12x2.0) sand, bentonite <br /> pellet plug, and cement-bentonite grout. Drilling, logging and construction <br /> procedures observed at wells 4 and 5 were all acceptable. <br /> While on-site, I discussed the following issues with Moldenhauer, staff and Dana <br /> Means of Southwest Hide: <br /> 1. A background well is still needed immediately upyrad ent, but outside of any <br /> mounding influences , of the ponds . The existing background well is of <br /> limited use since it is almost 4000 feet away. All parties agreed; <br /> 2. Why the proposed soil boring work was not bei performed while the drilling <br /> rig was on-site. Mr. Means responded that Soijthwest wanted to assess the <br /> severity of thc, ground vrater oroblem, if any, before conducting add tionai <br />
