Work Plan—PEA Page 2 <br /> Former Haley Flying Service <br /> GPE Project 474.2 <br /> I INTRODUCTION <br /> This health and safety plan (HSP) covers the soil and groundwater sampling field work associated <br /> with the attached PEA Work Plan. This plan describes measures designed to assure worker <br /> protection from adverse exposure to site contaminants and other physical hazards. <br /> Project Background <br /> The subject site, formerly Haley's Flying Service, operated as an agricultural crop dusting service. <br /> As such, we believe that organochlorinated pesticides and herbicides, probably including DDT, <br /> were stored and used on the premises. See the attached Work Plan for details. <br /> Key Personnel & Responsibility <br /> The following table summarizes the personnel expected to participate in the field work and their <br /> respective responsibilities and authority: <br /> Person Affiliation Responsibility <br /> Steve Lankford Geo-Phase Environmental Inc. Sample Collection and Exercises Overall Management& <br /> Site Safety <br /> V&W Driller V&W Drilling Safe and Proper Drilling of Geo-Probe Borings <br /> Eric Wallberg DTSC Regulatory Oversight <br /> The Site Safety Officer(Steve Lankford) has the responsibility to: <br /> • Implement the HSP. <br /> • Monitor compliance with the HSP. <br /> • Temporarily suspend field activities if the health and safety of the personnel are <br /> endangered. <br /> • Excuse an individual from the site for infractions of the HSP. <br /> • Upgrade protection levels as required. <br /> • Coordinate use and maintenance of air monitoring equipment and personal protective <br /> equipment. <br /> • Monitor worker use of personal protective equipment and direct upgrade or downgrade <br /> according to criteria established in the HSP. <br /> II JOB HAZARD ANALYSIS <br /> Chemical Exposure <br /> There are no known health hazards associated with hazardous releases at this site. Insofar as the <br /> property was formerly used as the site of a crop dusting operation, however, it must be assumed <br /> that pesticides, including DDT, may be present in the soil. The principal work-site health hazard <br /> associated with this condition is inhalation of dust that could be impacted with pesticides. <br /> Ingestion of small amounts of contaminated soil can also occur where an adequate level of <br /> hygiene is not exercised.
