GEO-PHASE <br /> ENVIRONMENTAL <br /> WORK PLAN <br /> PRELIMINARY ENDANGERMENT ASSESSMENT <br /> Former Haley Flying Service <br /> 21,000 Paradise Road, Tracy <br /> Cal-Site#39070037 <br /> August 3, 2005 <br /> GPE Project No. 474.2 <br /> 1.0 INTRODUCTION <br /> As defined by California Health and Safety Code, Division 20, Section 25319.5, a Preliminary <br /> Endangerment Assessment (PEA) is "an activity which is performed to determine whether <br /> current or past waste management practices have resulted in the releave of hazardous <br /> substance which pose a threat to public health or the environment". <br /> The following sub-sections describe the subject site, its setting, use, history, and outlines the <br /> potential problem. <br /> 1.1 Site Setting and Description <br /> San Joaquin County has a Mediterranean climate with and summers and mild winters. It has <br /> average annual rainfall of about 12 to 14 inches,most of which falls between November and <br /> March. <br /> The site is a 10-acre industrial parcel at the intersection of Paradise Road and Pescadero <br /> Avenue near the northeastern limits of the city of Tracy. The area historically has been in <br /> agricultural use, but is in the process of being developed to industrial use. With the exception <br /> of a Yellow Freight truck terminal, the adjacent and nearby parcels remain in agricultural use <br /> or are being developed to industrial use. <br /> The site consists of a very long, narrow strip of land that is currently mostly unused except for <br /> a small complex of buildings at the extreme east end of the parcel. Continental Express, a <br /> small trucking firm occupies the permanent buildings and an individual occupies two nearby <br /> portable buildings.
