R5-2008-0148,
LAWRENCE LIVERMORE NATIONAL LABORATORY EXPERIMENTAL TEST SITE 300,
LAWRENCE LIVERMORE NATIONAL SECURITY LLC, SAN JOAQUIN AND ALAMEDA
COUNTIES
Enclosed is the final Revised Monitoring and Reporting Program Order No. R5-2008-0148
(MRP). The revisions to the MRP include the following.-
1.
ollowing:1. Addition of a requirement to the sewage pond influent monitoring which requires the
Discharger to verify that superchlorinated water to be discharged to the sewage pond has
been dechlorinated to reduce the chlorine residual to a level no greater than 2 parts per
million.
2. Replacement of monitoring well W-26R-03 with monitoring well W-25N-22 because
monitoring well W-26R-03 functions as an extraction well in the CERCLA remedial system
and monitoring network.
3. For mechanical equipment discharge monitoring, the requirement to collect composite
samples was changed to grab samples until the first semester of 2010. The Discharger can
not collect composite samples representing a full day of operation until the current clean-
outs are replaced with adequately sized sampling vaults to allow equipment to be installed
to remotely collect composite samples. Composite samples will be collected starting first
semester 2010 after the Discharger has retrofitted the sampling vaults.
4. Removal of specific monitoring requirements for four septic systems. The monitoring
requirements for the four septic systems were removed because the groundwater below
these septic systems is under CERCLA remediation. LLNL staff is conducting a study of
all septic systems as required by Waste Discharge Requirements Order No. R5-2008-
0148. Based on the study, the MRP will be revised to include groundwater monitoring for
the septic systems that are determined to threaten beneficial uses of groundwater.
California Environmental Protection Agency
pa Recycled Paper
