CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 11020 Sun Center Drive,#200,Rancho Cordova,California 95670-6114 <br /> PUBLIC HEARING <br /> concerning <br /> Consideration of Adoption of Waste Discharge Requirements and Time Schedule <br /> Order <br /> (National Pollutant Discharge Elimination System Permit) <br /> for the <br /> REGENTS OF THE UNIVERSITY OF CALIFORNIA <br /> AND <br /> UNITED STATES DEPARTMENT OF ENERGY <br /> LAWRENCE LIVERMORE NATIONAL LABORATORY SITE 300 <br /> EASTERN GENERAL SERVICES AREA <br /> GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> The Regents of the University of California and the United States Department of Energy <br /> (hereafter jointly referred to as Discharger), own and operate the Eastern General Services Area <br /> groundwater treatment system at Lawrence Livermore National Laboratory Site 300 which <br /> discharges treated groundwater to Corral Hollow Creek, a water of the United States, in San <br /> Joaquin County. The Discharger operates this system as part of a remedial action to clean <br /> groundwater polluted with volatile organic compounds (VOCs). This site is on the U.S. <br /> Environmental Protection Agency's National Priorities List for cleanup. Through operation of <br /> this facility, the Discharger has removed a significant amount of the VOC mass from the <br /> underlying groundwater. The Discharger expects the groundwater concentrations to reach the <br /> water quality objectives agreed upon in the Record of Decision within five years. With some <br /> process optimization, the Discharger can, within the 5 year term of this Order, complete the <br /> clean-up activities or reduce the volume of treated groundwater such that other disposal options <br /> are viable, thereby eliminating the discharge to surface waters. This proposed Order includes <br /> new effluent limitations. Immediate compliance with the new effluent limitations for arsenic, <br /> aluminum, chloride, fluoride, nitrate plus nitrite (as N), sulfate, and specific conductance is not <br /> possible or practicable. In this situation, construction of new facilities to treat the discharge to <br /> the level necessary to meet the new effluent limitations is not economical or necessary <br /> considering the Discharger's plans to cease the discharge or find alternative disposal options <br /> which would eliminate the discharge to surface waters. Therefore, these proposed Orders <br /> provide time schedules for the Discharger to develop, submit, and implement methods to <br /> optimize this remediation system to cleanup the groundwater faster and more efficiently, and/or <br /> reduce the volume of treated groundwater and find alternative means of disposal or reclamation <br /> within the life of the permit term. <br /> A formal public hearing concerning this matter was previously scheduled for 27 and 28 January <br /> 2005, at the Regional Water Quality Control Board Main Office in Rancho Cordova, California. <br /> The date of the hearing has been changed as follows. The hearing considering this matter will <br /> now be held during the Regional Board meeting which is scheduled for: <br /> DATE: 10 and 11 March 2005 <br /> TIME: 8:30 a.m. <br />
