Item No . 3 <br /> PC : 6-15-89 <br /> RA-89-8 (QX-86-5) <br /> Page 3 <br /> ENVIRONMENTAL REVIEW: <br /> An Early Consultation was done with various responsible State <br /> agencies because staff was initially uncertain if the coal ash <br /> was considered to be a hazardous waste . Three responses were <br /> received from State agencies . These responses are summarized as <br /> follows : <br /> Department of Health Services (DOHS) : <br /> Based upon an analysis of sample coal ash, the DOHS determined <br /> that the material is not a hazardous waste and that there <br /> should not be a problem with the applicant ' s plan to mix the <br /> material with sand for construction purposes . The DOES also <br /> requested that periodic sampling be done of the fly ash <br /> received from the supplier . A condition of approval of the <br /> Local Health District will address this by requiring quarterly <br /> testing of the coal ash . <br /> California Regional Water Quality Control Board (RWQCB, : <br /> The RWQCB commented that run-off water from the sand-ash mixing <br /> facility should not be allowed to cause a water quality problem <br /> for either surface or ground water and suggested various <br /> methods for run-off control such as covering the material and <br /> storing it on an impermeable pad. The applicant is proposing <br /> to utilize a concrete slab with block walls for the mixing <br /> facility, and all run-off will be retained in a tank. The <br /> Local Health District has also developed conditions of approval <br /> to address these issues . <br /> Department of Fish and Game DFG : <br /> The DFG commented that the coal ash and sand hlendinr should <br /> occur on the land side of the levee , which is where it is pro- <br /> posed to be located. <br /> An Initial Study was prepared for this project on May 4 , 1989 , <br /> and no significant effects were noted. Based on the Initial <br /> Study, a Negative Declaration has been prepared. <br />
