SAN JOAQUIN <br />Li N <br />Environmental Health Department <br />AMENDED <br />2/6/2020 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />PARKWOODS CLEANERS <br />Facility Address: <br />1901 COUNTRY CLUB BLVD, STOCKTON <br />Date: <br />February 06, 2020 <br />Overall Inspection Comments: <br />Notes: <br />- Violations 102 and 406 were added to the inspection report. <br />- According to Jeff Kitto, owner, the Solvair dry cleaning system, was replaced with the DF-2000 hydrocarbon <br />dry cleaning system. Thus, both dry cleaning machines now use the DF-2000 hydrocarbon fluid. It is unclear <br />when the Solvair system was replaced with the DF-2000 hydrocarbon system. <br />- Jeff stated that the filters in the east-facing dry cleaning machine are to be replaced about once a year, and are <br />managed as hazardous waste (see photo IMG 0682 for location of filters on dry cleaning machine). Jeff stated <br />that these filters were replaced last year, picked up by the hazardous waste company on 8/6/2019, and <br />documented as a 30-gallon unit of non-RCRA hazardous waste liquid, split, on the consolidated manifest invoice <br />128929 (IMG 0684). Jeff stated that he has not had to replace the filters in the west-facing dry cleaning machine. <br />- Metal filters were observed located in the outside storage shed on the north side of the facility. According to Jeff <br />Kitto, these metal filters were from the Solvair dry cleaning system and previously determined to be <br />non-hazardous, as noted in the 2008 sample analysis on file with the EHD. <br />An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written and <br />amended the complete report on 2/6/2020 which replaces the initial checklist. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, 3/7/2020. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
