PARTNER
Engineering and Science,Inc.
June 12, 2018
San Joaquin County Environmental Health Department (SJCEHD)
1868 Hazelton Avenue
Stockton, California 95205-6232
Subject: Work Plan for Phase II Subsurface Investigation
14800 West Schulte Road
Tracy, California 95377
Partner Proposal Number P18-217440.1
Partner Engineering and Science,Inc. (Partner) is pleased to submit this work plan to perform environmental
investigation activities at the above-referenced property.
Project History
Based on the information provided by the Client, the subject property consists of one parcel of land located
on the south side of West Schulte Road within a mixed agricultural and industrial area of San Joaquin
County, California. The subject property was formerly developed with a biomass energy plant, but there are
no current on-site operations. In addition to the industrial structures, the subject property is also improved
with a below-ground oil/water separator (OWS), fly ash and soil stockpiles, a storm water retention pond,
and gravel driveways.
Based on available information from the State Water Resources Control Board (SWRCB) GeoTracker website
for a Cleanup Program Site (facility identification number SL0607708243) located approximately two miles
northwest of the subject property, groundwater in the vicinity of the subject property is anticipated to be
first encountered at a depth of approximately 35 to 50 feet below ground surface (bgs) with inferred flow
direction to the northeast. The subsurface is expected to consist of a varying combination of silt and sand
from the ground surface to at least 15 feet logs.
Objective
The main objective of the project will be to evaluate the potential impact of petroleum hydrocarbons,
volatile organic compounds (VOCs), and metals to soil as a consequence of a release or releases from the
former on-site operations.
To investigate the identified concerns, Partner will conduct a Phase II Subsurface Investigation. The
investigation scope will include the advancement of 12 borings to facilitate the collection and analysis of
soil samples.
If soil impacts are observed/recorded, the investigation scope may not be sufficient to evaluate the extent
and magnitude of subsurface impacts and additional laboratory analysis and/or sampling beyond the
proposed scope may be required.
Scope
Sampling procedures will generally conform to the requirements of the San Joaquin County Environmental
Health Department(SJCEHD),the SWRCB,and the United States Environmental Protection Agency(EPA).
