$ � aonaj � <br /> x1. <br /> The foregoing Grant is made to implement and carry <br /> out the terms of that certain Modification of Final Judgment <br /> l ("Decree") entered into by the United Staten District Court <br /> E for the District of Columbia, in United states v. Western <br /> 3 <br /> Electric Co. , et al. , in Civil Action No. 92-0192 on <br /> August 24, 1982, 552 F.Supp. 131 (D.D.C, 1982) , and the Plan <br /> of Reorganization approved by the District Court on <br /> August 5, 1983. The approval by the California Public <br /> Utilities Commission pursuant to California Public Utilities <br /> Code Section 851 is not required.
