Box 388 Stockton, CA 95 ;-0388 <br /> 2091468-3420CL <br /> L,f <br /> GORDON LEE BOGGS MAILED FEB 2 21996 <br /> CENTRAL VALLEY REGIONAL <br /> WATER QUALITY CONTROL BOARD <br /> 3443 ROUTIER RD STE A <br /> SACRAMENTO CA 95827-3098 <br /> RE: Pacific Bell #UE042 SITE CODE: 1867 <br /> 345 North San Joaquin Street <br /> Stockton CA 95202 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) staff has <br /> determined that all appropriate response actions have been completed, that all acceptable remedial <br /> practices were implemented, and that no further investigation, remedial action, or monitoring is <br /> required at the site, with regard to the underground storage tanks formerly located at this site. <br /> PHS/EHD has verbally requested that the responsible party submit a work plan, permit application, and <br /> $60 fee to destroy the five existing monitoring wells. If within the next 30 days, no unresolved <br /> concerns are identified by qualified Regional Board staff, PHS-EHD will proceed with approval of well <br /> destruction and issue a formal closure letter to the responsible party. Should any unresolved <br /> concerns be identified during this 30 day review period, a mutually agreed upon compliance date will <br /> be established between the Regional Board staff, PHS-EHD, and the responsible party. <br /> Unresolved concerns shall be detailed in written correspondence addressed to PHS-EHD by the <br /> Regional Board Executive Officer or his designated qualified Regional Board staff. The Regional <br /> Board shall forward a copy of all such correspondence to the State Water Board Contract Manager. <br /> You should have received all investigative documents relative to the remedial actions at this site. The <br /> most recent reports which summarize information regarding the site are the "Site Closure <br /> Recommendation dated April 1995 and the "Additional Site Closure Information" dated January 15, <br /> 1996, both prepared by International Technology. A draft Case Closure Summary, Appendix B <br /> Checklist and a site chronology are enclosed for your information. <br /> Please provide your response no later than March 25, 1996. Groundwater sample results have <br /> not consistently exceeded the State of California's maximum contaminant levels (MCL) and the <br /> secondary MCLs for taste and odor were only exceeded once since 1991.
