1.0 INTRODUCTION <br /> IT Corporation was retained by Pacific Bell to prepare this work <br /> plan / preliminary report for an initial subsurface investigation <br /> at Pacific Bell Facility UE042, located at 345 North San Joaquin <br /> Street in Stockton, California. This work plan, initiated by the <br /> discovery of petroleum hydrocarbons in soils near several <br /> underground storage tanks (UST's) , is required by the San Joaquin <br /> County Department of Health Services and the California Regional <br /> Water Quality Control Board, Central Valley Region. The work <br /> plan contains the following elements: <br /> 1. Site description <br /> 2. Site characterization <br /> 3. Site history <br /> 4. Proposed plan of action <br /> 5.
