Box 2009 <br /> Stockton, California 95201 <br /> RE: FFAABDRICDAR E SITTE, 711 SOUTH SAN JOAQUINNTAMINATION O STREET <br /> STOCKTON, CALIFORNIA <br /> Dear Ms. Reuss: <br /> Enclosed is an addendum to the Soil Contamination Workplan proposed for the Fabricare <br /> site. This workplan was sent to the San Joaquin Local Health District on February 7, 1989. <br /> The addendum addresses all twelve (12) points outlined in your May 19, 1989 <br /> correspondence. Hopefully, this will result in approval of the workplan. <br /> American Environmental Management Corporation has outlined further in this addendum <br /> our reasoning forppermanent closure of the two (2) 5,000-gallon diesel tanks located inside <br /> the building at Fabricare. Using the State of California Water Resources Control Board's, <br /> Leaking Underground Storage Tank (LUST) manual 'Leaching Potential Analysis for <br /> Gasoline and Diesel Using Total Petroleum Hydrocarbons(TPH) and Benzene, Toluene, <br /> Xylene and Ethyl benzene (BTXE)', Table 1" dated March 1989 a maximum allowable <br /> level to protect groundwater of 300 parts per billion of toluene was obtained. Toluene was <br /> the only contaminant found in soil sample analyses. The maximum amount of toluene <br /> found was only 89 parts per billion from the Fabricare site. If site specific cleanup levels <br /> have been established at this site, we would like to know what they are. We would also like <br /> to know how these cleanup levels were established. <br /> Enclosed is a copy of a letter from the San Joaquin Local Health District concerning <br /> contamination found in soil samples from an underground tank removal. Please note that <br /> these levels were much higher than levels found in any of the samples analyzed at the <br /> Fabricare site concerning the inplace closure of the two (2) diesel tanks; yet the SJLHD <br /> recommended that no further action be taken at this time.
